the only function i can think of is making sure that artists get money for music they produce for the sake of making money...and in that sense it's fair...
but how about when an artist, or a group of artists, perform and don't mind the material being released to the public at little or no cost or, at least, with no concern for any administrative/commercial responsibilities? wouldn't the RIAA then be going over their call of duty?
and does the RIAA get a profit, in the sense that the (mandatory) fees paid by artists more than suffice for the forms and funds needed to enforce basic anti-piracy (as in nailing people who pirate LP's)?...is there such thing as an RIAA ceo?
