Julia is a very devoted fan who travels to every show and has done so for many years. She has a few strange habits, but other than that, she seems to be a nice, harmless character. Morrissey acknowledges her admiration by talking to her personally during the shows.

A fan who's gone to ALOT of Moz shows (all shows since...92?).

The thing is that Moz talks to her at shows and some people tend to get really jealous and there by they hate Julia and call her a stalker which isn't true. But people can't handle the fact that it's her Morrissey talks to and not them.
