When exactly was "The Never Played Symphonies" written? Anyone know, maybe Morrissey 23rd might

I know it was produced by Jerry Finn and engineered by Joe McGrath in Berkshire or Los Angeles when recorded for Sanctuary. My guess is it was wrote when many of the tracks like 'It's hard to walk tall when you're small' were written, before the close of the last century. What good is my guess though? Try Fred Hoyle.
