I went into the toilet in my office building to do my business. When I get in the stall, I notice that the previous "tenant" didn't flush their business down. So as I kick the lever to remove it, I notice that there ia a lot of brown, but no paper, in the "receptical".

I do not understand. Do some people not use paper? Even for one wipe to make sure all is well? Do some ethnic/social groups not use paper?

Help me to be more understanding.
