Not in UK, I'm afraid.
In May Liverpool a security guard was trying to take away my friend's flower,
although my freind wasn't intend to do so.
In the end she had to ask other friends, whose seats were not very close to the stage, to keep it.
According to the security, if you throw flowers to the stage Morrissey may trip and hurt himself.:o

Strange, never experienced this. He has encourage this what I know.

It depends where you are.
First time he came to Japan in 1991, some venues didn't allow us to bring flowers inside the venue.
The last gig I brought some, but unable to throw, even I got the best seat the centre of the first row.
The gap between the stage and the first row was about 10m that's too far.
If you throw something on stage, a roadie dashes and picks them fairly quickly.

Jesus, it's not 1983 anymore people...

Of Course !!!!!!!!!!!!!!!!!
