The thing is, i don't think Mozzer is trying to speak to the youth of today anymore.
He spoke to the youth of the day in the 80's, because he was still a young man then writing from his history. He's 50 now & writing from a different standpoint.
I don't think he's labouring under any illusions that he's "in-touch" with today's youth.
Having said that, i think if you are going to relate to his music, it will find you like it did me - i was 16 in 1995; that was when i got heavily into The Smiths & Morrissey.
