Maybe part of the difference is, in America you wouldn't commonly hear a man described as a c***. It's only a word you'd use against a woman, and - as already covered - it's considered extremely harsh. Sort of like calling a black person the N-word, calling a woman the C-word is an absolute act of aggression.
