I imagine the objection is not that there's a Public Enemy reference on TTY, but that, intentionally or otherwise, the image draws a comparison between the racial tensions PE were addressing with the album and Morrissey's lack of label interest, suggesting that Morrissey is viewed by the world at large in the same way blacks historically have been, or that the two issues are of equal importance. Personally, I think it's giving Sam too much credit to assume that this is the intent behind the image (the lack of care in the execution of any of his image manips does not give the idea that much thought or effort is put into them), but it is very easy to read into it and pick up on some unfortunate implications.
