Question about a cdr promo of "Years of Refusal"

Hello everybody!!!

Lately I've seen this Promo Cdr on eBay.

For curiosity, I made a comparison with the images of this Promo that are illustrated on Discogs.
The artwork is the same as that of the album, but inside a thick white border.

Instead,the image that was on eBay shows the classic artwork, but WITHOUT that white border.

I asked myself: why this difference?
Can anyone give me an answer?
Maybe someone who already owns this promo!
