This took rather a long time to identify indeed.
The backdrop used during Have-A-Go Merchant is John Garfield.
Morrissey cites him as the inspiration for the violin pose on the album cover of Ringleader Of The Tormentors (see: Humoresque, 1946) and his still from the film They Made Me A Criminal (1939) is the backdrop in question:
