This isn't Joe Dallesandro, though (the tattoo is a dead giveaway) and wasn't taken by him. I remember seeing a fan post this photo in one of the Morrissey Facebook groups ages ago, and Dallesandro obviously saw it somewhere and shared. His wife Kim confirms in the comments...

Joe Dallesandro is a nice man... and no one ever asked his permission to use the photo for the first cover of The Smiths album... because he does not own the rights of the photo...
