I'm too poor to pay someone to tame this beast. Can anyone out there help me solve my PC problem?

When starting my compt., I get a error window saying that: a required .DLLFile, SHFOLDER DLL, was not found. I'll close that and everything will run smooth for a while. Then, An Internet Explorer window pops up and says: IE has detected an error and needs to shut down. If I close that window, I'm sent back to my start-up page. Are these two problems related? Anybody have a solution?
