We have a similar "culture" here in the underbelly of northern California. Right across the bridge in a little area the locals know as "riverside" the locals have an economy based on the monthly government check, along with the manufacture and sale of methamphetamine. Driveby shootings are going full force and most of them aren't even reported. Over 40% of the jobs here are provided by the government in the form of police, social services, and so on.
Another similarity is that the seniors are victimized and the poor working class are actually trying to get a good enough credit rating to buy a house(!!!)here.
