Yes, there is some discrepency on the story but even if 2000-3000 feet, still crazy!
"German ARD radio Prague office research and Czech journalist Pavel Theiner claimed in January 2009 that the plane was shot by accident by the Czechoslovak air force. The plane was broken only few hundred meters above ground, not ten thousand meters as the allegedly fabricated story tells[5]. The report claims that witnesses had seen the (whole) plane below the clouds, i.e. at a few hundred meters, and an expert who had been at the crash site explained that the small size of the debris field indicated the plane had broken up at no more than 2000 to 3000 feet.There were 28 people on the plane and it was flight no. ju 367 from Copenhagen, Denmark to Zagreb. The plane took off at Kastrup Airport."
