does anybody own these.i have looked them up at wikipedia...but couldnt find a way to handle these

i have one switch at the heater directly where you can see I ; II, III
which means 1,2 .3 I guess
then i have a t the wall a switch where the temperature can be switched 5,10,15,20..well I thought so first but when I google it informs me it is actually is not the heating but the blowers/compressor temperature...
here is normally also a time limit switch i have to switch on according to these technicalsites like I want 3 hours , 7 hours heating etc...but I coudnt find this timeswitch at my heater nor at the fuse box
there also other q like you can not regulate the temperature while turning it down you have to switch a certain way and it stays constantly in that temperature I was also informed on one of these technical websites..
but Im not home the whole day..so this is very expensive if Iam heating full throttle?
i also can not heat for 24 hours
these heaters arent use very often anymore its one of the most expensive heating costwise even if they state its cheaper(because the using night electricity)..also you have decide the night before if you want to heat or not if its sunny the next day you still will get the l heat even if this not needed since it has been switched on the night before
so i wonder how to handle these? anyone have them..or is a heating contractor?hmm most of you seems to be students/ attended college so my chance are pretty low here to find a heating contractor here but nonetheless
I cant reach my landlord..and i did ask a few specialist shops but either the boss wasnt there they were closed or they dont sell them anymore...
