Query - New Order puzzle promo

Does anyone know how rare the promo puzzle which came with the New Order, 'Best of' cassette (see attached) in 1994 as I can't find any for sale on the web.

I don't know how rare it is. But there was one on ebay.be 2 weeks ago, sold for 3£.
