question about drum

i was just kind of curious about the drum i saw at the concert with the turkish eye and the words Art Buffer England Hatred on it. it was the main front drum. does anyone know what that means? thanks.

thank you very much for your link. very helpful. isnt it interesting how it looks like an eye though, however not in that picture at all. i was standing across from it and the light would flash on it, it looked like an eye, sometimes blinking.
