Did Morrissey really cover this on the Arsenal tour?
or on any tour?

They were set to play it but I don't believe they ever did. I have a set list from their rehearsals in Chicago that includes "Rag'. At the same time, the band also practiced the Who's "Substitute" but never performed it in concert. There were also dreams of doing a New York Dolls cover album which was to be recorded in Hawaii. Anyone remember that???
