seems like some honest mistake. only PAL versions were fucked and only in select stores/outlets. it's against the law to purposely sell defected merchandise, and doing so would mean a lot of employees would know about it, a lot of pepole who wouldn;t do such an unethical thing. so it's unlikely. if anything. there wer batches that weren't copied right and no one caught the mistake. why don't you contact the companies?

besides. . .if one is to go get a new dvd in hopes of getting one not damaged, wouldn;t one return the bad one at the same time? thus your theory has a flaw. how much money do punters have?

I`ve got a combined dvd/video player and its useless! My Earls court dvd stuck on track 16(after Jack the Ripper..couldnt handle the heat!),but it played fine on laptop.
