I would say, criminal is obviously against the law and can by punishable by imprisonment etc. Whereas, deviant is just againt the norms of society but not necessarily unlawful.

Well as far as I remember, if we are talking about Britain that is, it was the ogre Thatcher years.
The days of the yuppies, you know the overpaid city type who were investing in properties etc to the detriment of the local population who then had to pay high prices.
We also had the issue of her closing many coal mines and the confrontation with Arthur Scargill and the reformation of Union rights, more or less putting an end to the Unions power.
She also took away free school milk from children.
Basically, she encouraged people to be more selfish than altruistic.
