i didn't say all of 'em were. anyway, i know that circumcision isn't exactly the norm in scotland, for example. and i also know that there are exceptions to every rule. for the record, none of the english boys i know are circumcized. i think you'll have to agree that it isn't as prevalent in the UK as it is in the states, where virtually all white male babies are circumcized (i can't speak for other ethnic groups, apart from hispanics, who, i am told, tend not to be circumcized).
