I've never heard it and it definitely has never been made available here or on any kind of widely circulated bootleg. It's a real song though; according to Simon Goddard by way of Andrew Paresi (Mozipedia page 209)...it was a finished demo, vocal included, until Morrissey scrapped all but the title.

Anyway, I'm sure that one day it will surface as a bonus track when he reissues Years of Refusal.

The fact that these lyrics suck, yet supposedly were written when Morrissey was unquestionably in his poetic prime, and given the iffy -at best- "source" leads me to believe that these are about likely to have been written by Morrissey as they were to have been written by Gordon from Sesame Street.
Also, the song would have to have been written in 1990; yet there's a reference to 1991, which a clueless attention seeking dumbass would have overlooked whilst inventing fake retroactive lyrics.
Besides, the message of the lyrics here does not jibe with what Andrew Paresi said the song was about, which is basically killing a rich relative to get at his cash.
I dunno. I'm not going to say that they sound like Morrissey lyrics, but I personally do like them.
WOW those are some awful lyrics, they would have been embarassing for Morrissey in 2012, never mind 1990. If he wrote that, I will happily eat my hat.
