It's believed to be a pun for a Cliff Richard song, entitled "Lucky Lips."
Johnny Rogan suggests the title (as well as the song) may refer to Johnny Marr, because he had a slight lisp when saying certain words, indicative of his Mancunian accent (???). I don't have the book handy right now, but for anyone who cares, I'll post the exact text later.
