As appears on Telegraph.co.uk:

The Ting Tings and things - Tom Chivers blog

"And finally, a Such Small Portions exclusive - according to our sources (in this case, an authoritative-looking man overheard talking on the phone as he walked through the press tent), Michael Eavis has booked the headline for next year: Morrissey. Remember, you heard it here first. Unless it's not true, of course, in which case you didn't."

Because Morrissey isn't really popular enough. Also he has talked about not enjoying playing there with the smiths and he didn't exactly seem in the best of moods when he played there as a solo artist!

      Possibly (Score:0)
If the new album goes as big as YATQ then it's a possibility. Not to headline the main stage but he could do the Other stage no problem at all.
