Panic and HSIN? were 3 years and 5 years respectively previous to all that madchester nonsense weren't they? I'm confused!

I cannot for the life of me understand why 'Panic' has been included on this compilation, as it has nothing in common, lyrically or musically with the Madchester sound/movement.

'How Soon Is Now' however, I can see why it would be included. When Richard Ashcroft was asked to pick his 'Tracks Of My Years' on Radio 2 recently, he chose HSIN and said that musically it was years ahead of it's time. It's shuffling Bo Diddleyesque beat, and it's overall sound of coming across like a jam-session was instrumental in the whole baggy/Madchester scene.
Again, though, lyrically it's a million miles away from the hedonism of that particular movement. Sure, the protagonist of HSIN still goes to a club, but rather than indulge in any chemical experimentation, leaves the club heartbroken at having failed to meet the boy/girl of their dreams.
