From a suggestion by John earlier in the year, I was going to go through the archive and detail the year in review month by month, but then I discovered the feature at MorrisseyTour.com (link above) which did an excellent job doing just that.
So here is just a brief summary:
Morrissey toured for three months in 2002 beginning in August. The tour covered the western US, Japan, UK, France, Ireland, Australia, Denmark, Sweden and Greece (coverage: , MorrisseyTour, Mrs. Shankly's mp3/video of the week, Morrissey-solo). It was a tremendously successful tour, I heard many long-time concert-goers and new fans alike say these were some of the best concerts they had ever seen. The tour got off to a rough start (something to do with processing work permits) - the first six tour dates had to be rescheduled and the Canadian dates cancelled. Once it got going it seemed to just keep going, with new dates continuously being added along the way. Morrissey did several interviews, including "The Late Late Show with Craig Kilborn" (coverage) and "The Janice Long Show" (coverage).
There were no new releases this year, although 5 new songs were played during the tour. Morrissey stated in an interview with the Glasgow Herald that he has one, maybe two albums ready to go but he has not been offered any worthwhile record deals. "At the moment, there is nothing I can do about it. I must wait, and unfortunately, that wait is developing into a long time."
Three books were released, "The Smiths and Beyond" by Kevin Cummins (Mar. 7, 2002), "Morrissey's Manchester" by Phill Gatenby (May 20, 2002) and "The Smiths - Songs That Saved Your Life" by Simon Goddard (Dec. 6, 2002). A documentary was broadcast on ITV - "These Things Take Time - The Story Of The Smiths" (Nov. 8, 2002).
For 2003, a tour and record deal/album release are rumored. Sanctuary was rumored to have signed Morrissey many times during this past year and the rumors will likely continue until a record label is announced.

As far as next year is concerned, well? who knows.. but lets hope for another good 'un!!
