Mr. David Tseng. The last time I was in here, I certainly did Meta Moderate!!!
So now, why is it that I am being asked to use it or lose it.
Or is there some mysterious moderation situation I just don't know about?!!?

Meta Moderation means you moderate other moderators' moderations and determine whether they're fair or unfair in their moderation of comments. you can meta moderate how many moderations, as you want.
the "use 'em or lose 'em" points are for actual moderation of comments to the stories that appear on the front page and you only have a few, which you have to use or they'll be gone.
your moderation to comments would then be open to other moderators' moderation.
also, you cannot comment on stories you've moderated comments on. so if you do your moderations will be reversed.
hope that explains it.

Which isn't a criticism of you, but of what you're describing.

Real adults don't want their reading censored. They resent a chaotic version of Cybernanny pruning this or any other website for them.
The scoring of posts, the existence of friends and foes lists, and the neverending talk about who is and who isn't a "troll"--these things hardly prevent the juvenile, look-at-me aspect of people's behavior on this site. Only an idiot could imagine that they would. They worsen it, they write it into the system. And when a system is so convoluted, and when standards are kept so vague, the reason may well be to ensure that fairness will never be achieved.
We now have Tseng's favorites and Tseng's enemies using the site to lecture one another endlessly. A pure waste of bandwidth.

I purposely ridiculed the concept, because to me it doesn't seem to work around here. the concept of moderation is good, but ultimately when you try to prevent it from being abused it just complicates things to no end.
I think a better moderation system is where everyone is free to moderate and not only a chosen few. it would be less open for abuse.
