It is Sir John Betjeman, and it comes from the CD "Betjeman's Banana Blush". It's a remarkable CD of Betjeman reading selected works set to music, and surprisingly it REALLY works - it's completely unpretentious, and I heartily recommend it. It's available on Amazon.
